Who is Eligible for the Franchise Scheme?

There are some basic eligibility criteria to join this scheme, and they are easily accessible for common people:

  • Age: 18 years or above.

  • Educational Qualification: For a Franchise Outlet, at least 8th class pass; for a Postal Agent, no educational qualification is required.

  • Space: A convenient shop or office should be available and properly maintained with appropriate signage.

  • Investment: For a Franchise Outlet, a minimum security deposit of ₹5,000 (in the form of NSC); for a Postal Agent, no deposit is required.

  • Preference: Postal pensioners and those who can provide computer facilities will be given preference.

  • Restrictions: Family members of postal employees are not allowed to join this scheme.

What Services Can Be Offered Through the Franchise Scheme?

Through this scheme, you can provide a variety of services:

Franchise Outlet:

  • Sale of stamps and stationery (including philatelic items).

  • Booking of Registered Post, Speed Post, and Money Orders (minimum ₹100).

  • Services as a Postal Life Insurance (PLI) agent.

  • Retail services (such as revenue stamps, bill payments, etc.).

  • E-governance services (based on agreement).

Postal Agent:

  • Sale of stamps and stationery only.

These services may vary depending on local demand, so it is important to understand which services are more popular in your area.

How Much Can You Earn Through the Franchise Scheme?

Your income in this scheme depends on the services you provide and the volume of business you handle. The commission rates are as follows:

  • Registered Article Booking: ₹3

  • Speed Post Booking: ₹5

  • Money Order (₹100–200): ₹3.50; above ₹200: ₹5

  • Sale of Stamps/Stationery: 5% commission

  • Retail Services: 40% of the commission earned by the department

For example, if you book 1,000 registered articles per month, you will earn ₹3,000 as commission. Additionally, if you generate higher business, you can also receive an extra 20% commission.

How to Apply for the Franchise Scheme?

The application process is very simple:

  1. Contact your nearest Postal Divisional Office.

  2. Fill out the Annex-I form for a Franchise Outlet or Annex-III form for a Postal Agent.

  3. Attach the required documents (educational certificates, ID proof, and details of the location).

  4. Provide a security deposit of ₹5,000 in the form of NSC for a Franchise Outlet.

  5. Submit the application to the Senior/Superintendent of Post Offices.

The selection process is usually completed within 14 days of submitting the application. If selected, you can sign the agreement and start your business.
